Windfall Tax on Development Land While there were a few nasty surprises in the Chancellors 2005 pre-budget statement, the one of most concern to land owners was the introduction of a tax on the disposal of development land. While the tax itself will not itself be brought fully into operation until 2008 and will not affect land on which full planning approval has already been granted, its introduction will hit developers hard.
